Dr. Dell Gines

Dr. Dell Gines brings 21+ years of experience at the intersection of economic development, innovation, and community building. As Chief Innovation Officer at the International Economic Development Council (IEDC), he led national work in professional development, research, and Economic Development Emerging Practices. A former nonprofit CEO, Federal Reserve practitioner, and nationally recognized thought leader, Dell has worked across 45+ states and internationally to help communities build economies that work for everyone.

Dr. Kristy Carter

Dr. Kristy Carter is the founder of a social-impact consulting firm strengthening rural municipalities, nonprofits, and community institutions across the region. Over five years, she has led 25+ applied research studies and channeled roughly $3 million in grants and capital into ALICE and historically overlooked communities, reaching nearly 40,000 residents through rigorous, agnostic research, on-the-ground engagement, and deep capacity building.
